On November 16, the American Embassy in Colombo, Sri Lanka, issued the following warden message. The Sri Lanka Election Commission has set December 21, 1999, as the date for Presidential elections. Past elections have been marked by violence, including arson, beatings, and killings. While all political parties have condemned this violence, similar incidents may occur in the upcoming elections. Americans are advised to avoid political rallies and other mass gatherings and to limit exposure to government and military installations. It is not uncommon for the Government of Sri Lanka to announce curfews around the time of elections. Please be alert for curfew announcements and comply with curfew regulations.

PhilippinesPhilippines, December 13, 1999-- Luzon, the largest island of the Philippines, was struck by an earthquake measuring 6.8 on the Richter scale. Six people died, and 40 more were injured. Several strong aftershocks followed the quake. Minimal damage to public infrastructure was reported, but travelers to the area should be aware of the possibility of further aftershocks.
